How the current reading and sample line are collected
This site samples Valve's endpoint about every five minutes and keeps those samples as its own record. On each visit, its edge endpoint asks Valve for a separate current reading. The number above is read during your visit; the minute beside it belongs only to that current reading. If it fails, the page reports the failure rather than filling in an older count. The plotted record is published once a day, may have collection gaps, and ends at the time stated below the chart.

What shipped while it was being played
Each line is a post the game's own Steam announcement channel carried, with the day it was posted. No date is listed here without one of those posts behind it, and a patch that moved the line is only ever named as context — nothing on this page claims a number moved because of a patch.
